Our client based in Aberdeen has an exciting opportunity for an experienced Metering Engineer to join their team on a permanent basis. This is an excellent opportunity based in Aberdeen and our client offers hybrid working with one day a week at home and will have the opportunity to go offshore.
The role of the Metering Engineer is to provide technical and logistical support to offshore metering technicians on offshore assets to ensure the metering systems are maintained in accordance with regulatory and client expectations. Monitor and provide input to asset planning to ensure that the logistic and project planning input and information meets the required performance targets.
Duties and Responsibilities:
·Ensure client's Safety Rules and Behaviours are adhered to and applied to all scopes of work.
·Ensuring the compliance and continual operation of all fiscal, allocation and environmental measurement, sampling and analysis systems with legal and/or contractual implications.
·Completion of mismeasurements to account for any measurements integrity
·Creation of Dispensations and Deviations for the approval of Pipeline or government regulatory authorities.
·Performing data validation on reported and process data daily
·Development and implementation of maintenance schedules whilst actively working with asset personnel to ensure the efficient and progressive execution of all work.
·Review and coordinate metering spares and materials with the primary aim of rationalisation and optimisation.
·The coordination and management for the return of all certified and applicable test equipment used in any capacity by the Offshore Measurement Technicians.
·Management of onshore re-certification for Primary and Secondary equipment as per agreed re-certification schedules. I.e. Densitometers, Orifice Plates, Coriolis Meters.
·Witnessing fiscal metering calibrations as requested by the client, offshore and at certified calibration facilities.
·Managing backup equipment and ensuring availability in conjunction with operational requirements.
·Organising and planning of all third-party vendor visits in alignment with the clients planning processes i.e. Audits, Prover Calibrations, Service Engineers
·Mobilising offshore as required to accompany third party vendors as required by the client to ensure company interests are protected.
·Providing effective recommendations for the progression of audit point closures.
·Providing recommendations for the improvement of maintenance routines, schedules and procedures for increased operational execution. Best practices to be reviewed and applied.
·Follow and execute minor projects via the Management of Change (MOC) process.
·Technical review/comment of project documentation in relation to new or upgraded measurement, sampling or analytical systems.
·Attendance of FAT/SAT for new or upgraded measurement systems.
Experience and Qualifications:
·Recognition within the industry as an oil and gas measurement practitioner
·Previous Metering experience in oil and gas.
·A proven track record of working on liquid and gas flow measurement systems whilst being able to demonstrate a high-level working knowledge of the principles of operation. (SVQ, HNC, HND or significant experience in flow measurement).
·Mandatory Offshore Certification (BOSIET, MIST, Medical, etc)
·Demonstrate excellent communication and interpersonal skills
·Demonstrate effective problem solving and analytical skills
·Excellent computer skills
·Be able to work autonomously.
·Have a good working knowledge of relevant standards and codes of practice ISO, AGA, API, BS, OGA.
·Experienced in the preparation and development of metering system documentation i.e. Statement of Requirements (SOR), Function Design Specifications (FDS)
·Familiar with relevant practices and procedures for the management of supply chains for test equipment and measurement devices.
·Experience in representing clients at external forums and liaising with third parties on their behalf.
